Abstract

Tourism village development requires collaboration among local government, tourism management institutions, communities, and local business actors so that tourism potential can generate sustainable social and economic benefit. This study aims to analyze the collaborative governancemodel based on Community-Based Tourism (CBT) and Islamic economic values in the development of Kampoeng Cemplongan Tourism Village, Kalianyar Village, Wonosalam District, Demak Regency. This research employed a qualitative approach with a case study method.Data were collected through in-depth interviews, field observations, and documentation involving village government representatives, turism managers, BUMDes/ Pokdarwis, local MSMEs, visitors, and community representatives. The findings indicate that Kampoeng Cemplongan Tourism Village has developed through the involvement of multiple actors. The village government provides institutional support, BUMDEes and Pokdarwis contribute to tourism management, while local communities participate through tourism activities and the development of MSMEs around the tourism area. The tourism destination is currently opened mainly during particular community events, such as Syawalan and Apitan, creating opportunities for local businesses but limiting the continuity of economic benefits. The study proposes an adaptive collaborative governance model that integrates multi-actor collaboration, community participation, local economic empowerment, and Islamic economic values based on justice, mutual benefit, trust, and social welfare. The model can strengthen sustainable tourism village management while expanding community economic opportunities.
