Abstract

The Free Nutritious Meals Program (MBG) is a large-scale public service that links the fulfilment of the right to nutrition with governmental administrative action. This study analyses the effectiveness of MBG governance in Brebes Regency, administrative compliance among implementing actors, and a model for governance improvement. It employs a normative-empirical legal method using statutory, conceptual, and empirical approaches. Data were obtained through operational document review, interviews, and observation of beneficiary registration, procurement, production, distribution, reporting, supervision, and evaluation. The findings show that the program has a legal basis, institutional structure, division of duties, operating procedures, and accountability mechanisms. Nevertheless, effectiveness cannot be measured solely by the number of meals delivered. It depends on beneficiary-data accuracy, integration between service stages, food quality and safety, proof of delivery, reporting consistency, and corrective follow-up. This study proposes an adaptive, controlled, and accountable governance model through integrated data, Point of Production traceability, layered supervision, and corrective evaluation. The model strengthens the principles of careful administration and accountability and can be replicated by considering local institutional and geographical characteristics.
